The Philippines has an existing free trade agreement with the European Free Trade Association (EFTA), which is composed of Iceland, Liechtenstein, Norway, and Switzerland. The FTA with EFTA is part of the Philippines’ overall strategy to increase its market presence in Europe and to attract more investments from the region.

FTA negotiations were launched in March 2015 in Manila. Negotiations were concluded on February 2016 after five rounds. The FTA was signed by the Parties on 28 April 2016 in Bern, Switzerland. On 01 June 2018, the FTA entered into force for Liechtenstein, Norway, Switzerland and the Philippines. On 1 January 2020, the FTA entered into force for Iceland.

BOI and the PH-EFTA FTA

The PH-EFTA FTA is one of the trade policy tools that the Board of Investments uses to attract more investments in the Philippines and to develop new industries as well as enhance existing ones, whether they are resource-based, services, or manufacturing. Potential investors could take advantage of the benefits of the FTA by using the Philippines as a base or jump off point to access the Europe region through the PH-EFTA FTA. Likewise, Philippine-based firms could expand their market and enhance their linkages with leading companies from EFTA States.
