Establishment of Negosyo Centers

Republic Act 10644 or “Go Negosyo Act” mandates the establishment of Negosyo Centers in all provinces, cities and municipalities nationwide. The Negosyo Center promotes ease of doing business and facilitates access to services for MSMEs which include business registration assistance, business advisory, business information and advocacy, among others.

The DTI has launched five (5) Negosyo Centers in: Cagayan de Oro City; Iloilo City; Camarines Norte; Albay; and Kalibo. Three more are expected to be launched this year in General Santos City, Quezon City, and Batangas City. The DTI aims to establish a total of 100 Negosyo Centers in 2015.

National Industry Cluster Capacity Enhancement Project (NICCEP)

Began in 2012, NICCEP is a 3-year technical cooperation project funded by JICA in coordination with DTI through which the government is able to provide capacity-building training and related activities that help boost industry stakeholders’ participation in the value chain, thereby enabling them to maximize available entrepreneurial opportunities beyond farming for those in the agri-based clusters.

As of December 2014, a total of ₱9.295B investments, US$10.540B export receipts, and ₱22.428B domestic sales have been generated from the identified pilot industry clusters nationwide under NICCEP. The project has supported the creation of 174,072 jobs and 3,561 new enterprises as well as assisted around 12,711 MSMEs nationwide.

The program officially ended in March 2015.

Shared Services Facilities (SSF)

The Shared Service Facilities (SSF) Project aims to improve the quality and productivity of MSMEs by addressing the gaps and bottlenecks in the value chain of priority industry clusters through the provision of processing equipment for the common use of the MSMEs within those clusters all over the country.  The SSF is a public-private partnership initiative which is being implemented through private sector partners who can provide sustainable facilities to house the machinery and equipment that the government provides for common use by its beneficiaries.

As of April 2015, a total 1,193 SSFs amounting to ₱573M have been established nationwide benefiting 76,770 MSMEs.

SME Roving Academy (SMERA)

SME Roving Academy is a continuous learning program for the development of MSMEs for them to become competitive in the local and global markets.

In 2014, a total of 1,876 various SME-related training runs have been conducted benefiting 84,888 SMEs. Since its inception in 2013, a total of 102,555 potential and existing SMEs have benefited through the SMERA program.
